How should I handle my 13 month olds tantrums?

My daughter is 13 months old, she vibrantly cries and screams if I walk out of the room, if me and my fiance hug, she'll just stand out the doorwayand screams. Is horrible thw sound just makes you cringe. She follows me around, she will pick up a cup I think she knows she's not aloud. Of course I'm running for the cup and she has a smirk on her face I feel like she just purposely dumped it on the floor because she knows it makes me mad. Even when I'm springy on the floor and I'm givingWhat am I supposed to do with her. do I say no firmly, am I supposed to ignore her, put her on time out, oredirect her It gets to the point shell throw herself anywhere, she cracked her head off our hardwood floors before. As of right now I tell her no and before my fiance strats getting really frustrated and yells at her I take her upstairs to her crib and usually after a while she'll cry herself to sleep.does she know right from wrong, does she know what she's doing wrong. I don't know what else to do with her or how to break her of the habit.when I'm home from work my full attention has to be on her for the entire day. How can I also know when she is to start potty training what are some of the signs
